Home defaults are the Seoul Metropolitan Government ordinance on home brokerage fees, Table 1 (amended 30 Dec 2021; ordinance last amended 30 Dec 2022), identical to the maximums in Table 1 of the Licensed Real Estate Agents Act Enforcement Rule (19 Oct 2021). Home fees follow the ordinance of the province or metropolitan city where the agent's office is, so edit the table for other regions. Qualifying officetels (85㎡ or less with their own kitchen, flush toilet and bath) are 0.5% for sales and 0.4% for leases (Rule Table 2); anything else is negotiated up to 0.9% (Rule Art. 20(4), amended 11 Aug 2026).

This is the maximum. The actual fee is negotiated within it, and each side (buyer and seller, landlord and tenant) pays its own. Offices must post their fee rate and cap table.

What this tool does

Calculates the legal maximum brokerage fee you pay a Korean real-estate agent when you buy, sell or rent (jeonse or monthly rent). Choose the deal type, the property (home, qualifying officetel or other) and enter the price or deposit and rent; you get the maximum rate, the cap, the maximum fee, VAT and the total. Home rates default to the 2026 Seoul ordinance and can be edited under 'Change the rates' for other regions.

How it is calculated

Maximum fee = deal amount × maximum rate, or the cap if that is lower (Seoul ordinance Table 1, note). Home sale/exchange: under 50M KRW 0.6% (cap 250,000), 50M to under 200M 0.5% (cap 800,000), 200M to under 900M 0.4%, 900M to under 1.2B 0.5%, 1.2B to under 1.5B 0.6%, 1.5B and up 0.7%. Home lease: under 50M 0.5% (cap 200,000), 50M to under 100M 0.4% (cap 300,000), 100M to under 600M 0.3%, 600M to under 1.2B 0.4%, 1.2B to under 1.5B 0.5%, 1.5B and up 0.6%. For monthly rent the deal amount is deposit + rent × 100, or deposit + rent × 70 if that sum is under 50M KRW (Enforcement Rule Art. 20(5)). Qualifying officetels are 0.5% for sales and 0.4% for leases; other property (land, shops etc.) is negotiated up to 0.9%. Agents registered as general taxpayers add 10% VAT. What is the maximum fee on a 900M KRW apartment sale?

Under the Seoul ordinance it falls in the 900M to under 1.2B band at 0.5%, so 4,500,000 KRW per side. With a general-taxpayer agent, 450,000 KRW VAT brings it to 4,950,000 KRW. The actual fee is negotiated within that.

How is the fee for a monthly lease worked out?

Deposit + rent × 100 is treated as the deal amount and the lease rate applies. If that sum is under 50M KRW, the rent is multiplied by 70 instead. For example, a 5M deposit with 400,000 rent counts as 33M, and 0.5% gives 165,000 KRW (within the 200,000 cap).

Do officetels use the home rates?

Officetels of 85㎡ or less with their own kitchen, flush toilet and bath have a maximum of 0.5% for sales and 0.4% for leases (Enforcement Rule Table 2). Officetels that don't qualify are negotiated up to 0.9%, like land or shops.

Do I have to pay 10% VAT?

The legal maximum excludes VAT, so VAT can be added on top of it. Whether it is added and how much depends on the agent's business type (general or simplified taxpayer); for a general taxpayer it is usually 10% of the fee. Check the agent's registration type before signing and the amount on the receipt.

Are the rates the same in other regions?

Home rates are set by each province or metropolitan city's ordinance within the national rule. Many use the same table since the 2021 revision, but check the ordinance where the office is. Every band, rate and cap can be edited in the calculator.
